18% GST Goods List: HSN Codes 4202 to 6406

A reference list of goods historically listed at 18% GST, including leather goods, wood products, paper articles, man-made yarn and footwear, with the original HSN descriptions and tax-rate columns.

Important rate update: This is an archived 18% GST classification list, not a confirmation of rates payable today. GST rates and product-specific conditions changed under the GST reforms effective 22 September 2025. Before invoicing or filing returns, check the applicable HSN description, exemptions, notifications and effective date through the CBIC GST portal and GST Council.

How GST is charged on goods

Under Section 9 of the Central Goods and Services Tax Act, 2017, central GST is levied on taxable intra-State supplies, subject to statutory exceptions and notified rates. State GST or Union Territory GST ordinarily applies alongside CGST on an intra-State supply. Under Section 5 of the Integrated Goods and Services Tax Act, 2017, IGST generally applies to inter-State supplies, subject to the Act and notifications. Thus a historical 18% entry typically displayed 9% CGST plus 9% SGST/UTGST, or 18% IGST.

Section 11 of the CGST Act concerns exemptions by notification or special order; Section 14 determines the time of supply when the tax rate changes; and Section 15 addresses valuation of taxable supplies. Classification, exclusions and notification conditions must all be checked, rather than relying on an HSN heading alone. Read the Acts at India Code and relevant rate notifications at CBIC GST.

How to confirm the applicable GST rate today

Identify the correct HSN heading and complete product description, then review the rate schedule and all amendments in force on the date of supply. Check whether an exemption, concessional entry, valuation condition or special classification applies. In particular, footwear, textile materials, paper products and packaging can have product-specific treatment that differs from older general schedules. The official GST portal provides compliance services; statutory rate notifications should be verified through CBIC and the GST Council.
