How police jurisdiction works in Delhi

A police station's territorial jurisdiction is generally the area assigned to it by government notification. A police district is an administrative policing unit; a judicial district or court complex is a separate arrangement. A matter may also fall within the jurisdiction of a specialist police unit or an agency authorised by a special statute.

Since 1 July 2024, the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS) generally governs criminal procedure for new matters, subject to its savings and transitional provisions. Under section 173(1) BNSS, information about a cognizable offence may be given to an officer in charge of a police station irrespective of the area where the offence occurred (commonly called a Zero FIR). The law also provides for information by electronic communication, subject to the prescribed signature requirement. The former section 154 of the Code of Criminal Procedure, 1973 remains relevant to proceedings governed by the earlier law.

Section 175 BNSS addresses police powers to investigate cognizable cases; section 176 BNSS concerns the procedure for investigation. Territorial questions should not deter someone from reporting an urgent cognizable offence. In an emergency, contact the police emergency response service at 112.

Special investigating agencies and special Acts

Some entries in older police-station jurisdiction charts refer to special enactments rather than territorial police stations. The Customs Act, 1962 and Income-tax Act, 1961 confer specified investigative or enforcement powers on designated officers. The Companies Act, 2013 provides for investigation into company affairs, including through the Serious Fraud Investigation Office where applicable. Wildlife offences may involve authorities under the Wild Life (Protection) Act, 1972; railway matters may involve the Government Railway Police or Railway Protection Force, whose roles differ.

Older references to FERA should not be treated as a statement of current law: the Foreign Exchange Regulation Act, 1973 was replaced by the Foreign Exchange Management Act, 1999 (FEMA). The Prevention of Food Adulteration Act, 1954 was superseded by the food-safety framework under the Food Safety and Standards Act, 2006, subject to applicable savings. The competent authority and court depend on the specific offence, statute and notifications.

How to confirm the correct police station or court

  1. Identify the place of occurrence and the type of offence or dispute.
  2. Check the current police station locator or contact the Delhi Police control room.
  3. For court filings, verify the applicable judicial district, court complex and subject-matter allocation through Delhi District Courts or the relevant notification.
  4. For specialised offences, review the statute and the investigating agency's powers rather than relying on territorial station lists alone.
