Kochi Police Online Complaint and FIR Registration in Kerala

Residents of Kochi (Cochin), Ernakulam and other parts of Kerala can submit police complaints through the official THUNA citizen portal. This guide explains the online procedure, how to track an application, when an FIR is registered, and the legal rights of an informant.

Important distinction: Submitting an online complaint does not automatically mean that a First Information Report (FIR) has been registered. An FIR is recorded by police in accordance with the law when information discloses a cognizable offence, subject to applicable statutory procedures.

The Kerala Police THUNA citizen services portal is the current official starting point for online complaints, tracking requests and obtaining available FIR copies. You can also visit the Kerala Police official website or use the official POL-APP information page.

How to submit a police complaint online in Kochi

Open the THUNA portal and create an account or log in.
Select the complaint service and the relevant complaint category. Choose the appropriate police district or office, where requested.
Provide your personal details and accurate contact information, together with the incident date, location and a clear description of what happened.
Upload the documents requested by the portal, including proof of identity, proof of address and supporting material as applicable.
Review the information, submit the complaint and retain the acknowledgement or reference number.
Use the portal's request-status service to follow progress. If police register an FIR, request the FIR number and copy.

Details to prepare before submission

Keep your name, address, PIN code, mobile number, email address, incident description, relevant dates and names of persons involved ready. Where relevant, attach photographs, screenshots or other supporting records. The portal may change its required fields; follow the instructions displayed at the time of filing.

Legal provisions governing FIR registration in 2026

The Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS) governs criminal procedure for new matters from 1 July 2024, subject to transitional provisions. The key provision for information concerning a cognizable offence is Section 173.

Section 173(1): Information about a cognizable offence can be given orally or electronically to the officer in charge of a police station, irrespective of where the offence occurred (commonly called Zero FIR). Electronically communicated information is taken on record when signed by the informant within three days.
Section 173(2): A copy of the information recorded under Section 173(1) must be provided immediately and free of cost to the informant or victim.
Section 173(3): For specified cognizable offences punishable with imprisonment of three years or more but less than seven years, a preliminary enquiry may be conducted with prior permission of an officer not below Deputy Superintendent of Police rank, within the statutory period and conditions.
Section 173(4): If the officer in charge refuses to record information, the aggrieved person may send its substance in writing and by post to the Superintendent of Police. If the statutory route does not secure relief, an application may be made to the Magistrate.

Track complaint status and download an FIR copy

Log in to THUNA and choose the request-status option to track a submitted complaint. The portal also offers an FIR download facility. For the download service, Kerala Police specifies the FIR registration number, year, police district and police station. Some FIRs may not be available for public download due to legal restrictions or sensitivity.

For Kochi matters, select the relevant Ernakulam police district and station as indicated by the portal. If a copy is unavailable, contact the police station concerned. The statutory free-copy entitlement under Section 173(2) is separate from general public access to FIR downloads.

Emergency reporting and refusal to register an FIR

For an immediate threat, dial 112 rather than relying on an online complaint form. For a cognizable offence, you may approach the nearest police station, including where the incident occurred elsewhere. If the police decline to record the information, follow the procedure in Section 173(4) BNSS and retain copies of your complaint and proof of submission.

Frequently asked questions

Can I register an FIR online in Kochi?

You can send a complaint or information electronically through Kerala Police services. Whether and when an FIR is registered depends on Section 173 BNSS and the facts reported. Electronic information about a cognizable offence must be signed within three days for recording under that provision.

Does a THUNA acknowledgement mean an FIR has been filed?

No. A complaint acknowledgement or request number is not necessarily an FIR number. Check the status and ask the police station whether an FIR has been registered.
